I thought I should post another picture of the food this horse has in case the owner tries to say he is caring for the horse. Animal control said they'd check it out today or tomorrow. I hope they enjoy their dinner knowing this horse is starving to death on their watch.
My best guess is that the horse needs a vet. A starving horse would have probably eaten all the dead grass and low quality hay. I hope you can help the horse get care. It might be as simple as bad teeth, and easy to fix. As bad as the horse looks, it might be something much more seriously wrong...
